We have today received an enquiry about registering the arms of a so called "Count of Sealand" and I thought it might be useful to set down our response.

Good afternoon!

The Principality of Sealand officially declared that I has been awarded Count Noble Title from the Head of State, Royal Family of Sealand, according to Principality law 26.09.2016.

My response:

We would be willing to record arms providing they meet with our acceptance criteria however, we do not record or recognise "titles" that have been purchased from unrecognised micronations. Sealand is not officially recognised by any established sovereign state in spite of Sealand's claim that it has been de facto recognised by the United Kingdom.
